I had asked a question to Phyllis regarding HB 79, but it did not get answered. My question: With regards to the rights of operator (using new or former definition?) and outside contracts with the governing authority--is that referring only to a management company's contract or does that include any or all outside contracts with the governing authority?  I am confused on this one.  They give us a new definition of operator, so I am confused on the rights of that operator...if the operator is, in fact, the governing board, or if the operator is the executive director...and this piece is referring to any or all outside contracts (ie fiscal agent, food service, etc), then how does this piece of the law fit?
